Via reflexivity from a model of success to a headache. Regulation approaches and competing impulses within the innovation field of the Energiewende. Case study to wind and solar energy from 2010.
By means of the Energiewende (energy transition) an innovation process was initiated, which lead to a diffusion of renewable energies (RE) into the German energy market, the environment and the societal perception. The decentral installation of wind and solar energy predominantly in combination with the needed grid expansion result in new challenges concerning planning, policy, society, socio-technical as well as economic aspects. These multiple fields make up the innovation field that is topic of this research project. Tying in with the published book “Innovationsbiographie der Erneuerbaren Energien”/ “Renewable Energies in Germany’s Electricity Market” of Bruns et al. (2008, 2011) the innovation process will be updated with this research. Therefore I will deliberately revent to the method used by the authors – the constellation analysis based on Schön et al. (2007). Additionally, the research will be enriched by applying path theory.
Within the broad society the Energiewende started off in 2011 in the context of the public demand for a nuclear power phase-out (subsequently the disaster in Fukushima) and the politic decision to turn off the last nuclear power plant by 2022 in combination with an enforced strenghthening of renewable energies. Along with a successful RE-development new challenges are evolving concerning politically designed and well planned steering mechanisms in order to guarantee a secure energy supply by organizing the decentralized energy sources within the energy grid. Besides that, issues of local acceptance have to be faced. Regarding those issues people/experts within the innovation field are talking of a second phase of the Energiewende. The innovation biography will be updated by another period of transition and in context of reflexive adjustments of frame conditions. Causes affecting the innovation development of the Energiewende (and the diffusion within the innovation society) will be analyzed based on the case study of the lately introduced (Jan. 2015 – based on the EEG 2014 amendments) pilot model for tendering of remunerations by photovoltaic open space installations. Based on these experiences models for the other REs will be designed and introduced. At these stage problems become apparent, that question the introduction of such a competitive model for defining remuneration for feeding energy into the grid (for instance concerning water and geothermal energy). Such a model is currently debated and the adjusted draft will be published at the beginning of 2016. For that reason, wind energy will be addressed just like PV in order to reveal reflexive processes of adjustments within the innovation filed. With this case study empiric and theoretic dimensions of the Energiewende will be discussed including environmentally/ politically fueled breaks within the innovation society.
