Abstract: 20 Jahre Streit um eineinhalb Sekunden kopierte Musik? Die Auseinandersetzung im Fall "Metall auf Metall" zwischen der Musikgruppe Kraftwerk und dem Komponisten Moses Pelham beschäftigte 2019 sogar den Europäischen Gerichtshof. Sie zeigt, dass das Urheberrecht zu einem gesellschaftlichen Streitthema geworden ist, das sich aus der Nische des künstlerischen Bereichs in den Alltag nahezu aller Menschen gedrängt hat. Dieser Prozess lief nicht unbemerkt von der Wissenschaft ab und dennoch ist diese gerade erst dabei, die Implikationen und Effekte dieser urheberrechtlichen Ausdehnung genauer zu verstehen. Der Soziologe Georg Fischer liefert die erste empirische Studie zum Sampling in der Musik, die explizit den Einfluss des deutschen Urheberrechts auf die kreative Praxis untersucht. Abstract: In our innovative society, forms of innovation created by civilian actors are gaining in importance. By conducting a detailed analysis of the innovation practices of a civil innovation community in the field of electromobility, this study traces how innovation can become an ideology that guides innovative action. Electromobilists represent an exclusive community in the German-speaking world that has existed for about 30 years. Their innovation activities focus on the diffusion of the electric vehicle and on a new social mobility culture. At the same time, they ideologise electromobility itself and use this ideology to coordinate their innovation practice. By coupling climate change and new mobility technologies, they show the potential to trigger innovation practice among (parts of) civil society and thus also to increase people’s willingness to accept the introduction of new mobility technologies and practices.

Abstract: Building on concepts from Science & Technology Studies (STS) as well as Sociology, this thesis examines imagined futures around the electrification of the car in Germany. The electric car represents both a rearticulation of an old promise and a potentially new constitutional moment in Germany’s self-perception as an automobile nation. Taking this hypothesis as my point of departure, I analyze the current attempt to innovate automobility through a mutual integration of electric vehicles, the electrical power grid, and digital communication networks. This study seeks a more nuanced understanding of both sociotechnical transitions and the institutionally sedimented habits of mind that highly technologized societies engender and that innovation studies are typically ignoring. My thesis maps and unpacks the forms and channels through which competing groups of actors articulate visions, their reflexive practices of aligning and configuring a technological project within a potentially infinite field of possibilities, and the enactment strategies used in the public display and local performance of the imagined futures. On a conceptual level, I develop three theoretically informed “lenses” that bring to the fore certain aspects of the interplay between volatile vanguard groups and stable assemblages of materiality, meaning, and morality. These lenses – (re)articulation, (re)alignment, and (re)configuration – highlight different modes of imagination practice through which Visions about a desirable social order manifest in and through technology. In turn, new technologies and experimental settings in which these technologies are tested can either challenge or reproduce the status quo – sometimes both at the same time.

Am Fall der makroprudenziellen Finanzaufsicht wird deutlich, wie neue Ansätze der Finanzmarktregulierung zunehmend reflexiv und lernorientiert operieren, um der Innovationsdynamik der Finanzwirtschaft folgen zu können. Diese reflexive Governance von Finanzmärkten demonstriert, wie innovative Governance-Methoden zugleich riskante Folgen erzeugen, wenn komplexen Problemlagen entsprechend komplexe Regulierungsansätze gegenübergestellt werden. Die makroprudenzielle Aufsicht ist damit ein Beispiel für ein zentrales Ordnungs- und Problemmuster der modernen Wissens- und Innovationsgesellschaft.

Abstract: Als Lösung für den Pflegenotstand werden von verschiedenen Akteuren innovative Pflegetechniken, wie Sturzdetektoren oder GPS-Ortung, gefordert. Pflegeinnovationen sollen den seit der Konstitution der Altenpflege bestehenden Konflikt zwischen ökonomischen und fachlich-ethischen Interessen auflösen. Durch die Verknüpfung einer Rekonstruktion der Altenpflegegeschichte und der Analyse derzeitiger Techniknutzung zeigt sich, dass die Integration des historisch gewachsenen Konfliktes auf die diskursive Ebene beschränkt bleibt. Entgegen den postulierten Eigenschaften der Techniken nehmen in technisierten Pflegesettings an Effizienz orientierte, standardisierte Pflegehandlungen zu.

Im Zentrum steht die Erweiterung des Handlungsverständnisses bei Anthony Giddens für Kollektive. Dabei werden Ansätze der Klassiker, der Organisations- und Bewegungsforschung sowie der jüngeren Debatten in Sozialtheorie und Philosophie integriert und miteinander verbunden. Abstract: Julian Stubbe aims at characterizing what novelty is in the becoming of objects and how the new becomes part of a shared reality. The study’s method is comparative and concerned with technological practice in science as well as in art. It draws on a detailed comparison of two cases: the becoming of a robotic hand made from silicone, and the genesis of a media art installation that renders visible changes in the earth’s magnetic field. In contrast to the canon of sociological innovation studies, which regard novelty as what actors in the field label as new or innovation, the author attempts to delineate certain shifts in an object’s becoming that individuate an object and render its difference visible. This entails attending the enactment of novelty through cultural imaginaries and narratives about technologies, as well as acknowledging the shifts in technical forms that make loose elements enter a new kind of circularity. From this perspective, novelty is an articulation: when differences are not contradicting, but when differing characteristics are aligned, fitted, and  click in so as to appear and behave as a distinct entity.

Abstract: The doctoral thesis asks how a new political order emerges in climate governance, taking the “Clean Development Mechanism” (CDM) as an example. Centrally, this thesis argues that such a new political order emerges in governance experiments. Contrary to a broad strand of literature in political science, however, I consider governance experiments as performative practices. They do not uncover an objective reality but create a new order. In this thesis, I apply this concept, which comes from science and technology studies (STS), to the issue of governance. Furthermore, I argue that governance experiments are new forms of politics, as they enable the construction of a new political order in seclusion from a wider public.
To substantiate this argument, I analyze the emergence of the CDM between 1988 and 2001. Based on an analysis of 115 documents and 13 expert interviews, this study interprets this emergence as a three-stage governance experiment. First, the complex reality of climate governance was reduced to a problem of economic efficiency which could be scientifically analyzed. Second, based on this framing, a new political order was created in models and controlled local arrangements which created a private investor market as a solution to global climate change. And third, this new political order was expanded by an alliance of the experimental collective with further economic and political actors and through the proliferation of monitoring and measuring instruments that were created as part of the local experiments. These governance experiments thus created a new political reality relatively secluded from wider public debate and from the politics of the established institutions of global climate governance.
The study sheds lights on the role of the practices and dynamics of experimental collectives and how they contribute to create new realities as they test and develop particular instrumental models. It thus complements current discussions on policy and governance experiments with a performative perspective.

Abstract: This dissertation discusses the introduction of LED lighting in urban spaces as an example of innovative public activities. The author conducts a microanalytical investigation into how this globally produced and distributed “disruptive technology” is installed and valorised in specific urban situations. LED pilot projects and demonstrations in cities are considered key innovative activities, as they allow innovators and technology users to present and test new concepts on urban audiences. In light of this, the author argues that the future of technological innovations is not only shaped by technology producers and users, but also urban observers. A series of six ethnographic case studies demonstrate how LED lighting was introduced, further developed and valorised in Berlin and Lyon between 2011 and 2013. The LED projects in both cities differ considerably. The actors in Lyon publically put cutting-edge LED technology to the test, while the Berlin LED installations are reassuringly conventional and exist within the framework of the German capital’s familiar cityscape. The six situational analyses demonstrate that these city-specific LED configurations are no coincidence, but the result of socio-material practices and settings. Theoretically, this work draws heavily on the field of science and technology studies (STS) and criticises macroanalytical innovation and diffusion research. A research gap is identified in innovation theory with regard to the conceptualisation of pilot and demonstration projects, that is, public situations in which innovation is recognised and valorised by heterogeneous groups of observers. In this context, the author proposes the notion of the ‘early public installation’ in order to sociologically conceptualise the situation-specific public introduction of new technology as an inherent part of innovation activities.
